why are my photo\’s negative?

So, i am doing this science fair project and i have build a pinhole camera and take pictures with it. I bought photo developer and fixer and im using water as my stop bath. I open the shutter and expose the paper film for about 10 minutes. But when i go to develop the pictures they are negative.. why? Am i doing something wrong?
